I think that you can't use cell phones to cheat wit.
Most school administration regards cell phone use as disturbing and entertain, and have implemented policies that prohibit using them on school campus. Cell phones are a disturbance in school. Student can use text message for cheating in tests.
what this text is say that cell phones are not allowed at schools because the teacher think they are a disturbs to the students.
